　　The National Innovative Talents Promotion Plan is jointly implemented by the Ministry of Science and Technology, eight ministries and commissions such as the Ministry of Human Resources and Social Security, and the Ministry of Finance. Leading technology talents and engineers, outstanding innovation teams and entrepreneurial talents.
